Origem, trajetória e atuação política conjunta das entidades médicas nacionais brasileiras de 1999 a 2015 / Origin, trajectory and joint political action of Brazilian national medical entities from 1999 to 2015

Resumo O artigo aborda a atuação política conjunta de entidades médicas nacionais brasileiras de 1999 a 2015, destacando elementos de sua origem, trajetória e configuração institucional. Foram analisados temas, bandeiras de luta, posicionamentos e estratégias na agenda dessas organizações. O estudo envolveu revisão bibliográfica e análise documental, ancoradas no institucionalismo histórico. Os resultados indicam processos de surgimento inter-relacionados, mais evidentes entre a Associação Médica Brasileira e o Conselho Federal de Medicina, repercutindo nas trajetórias e configurações institucionais. Observaram-se conexões entre aspectos históricos, institucionais e a atuação política das entidades. A ênfase na unidade representativa contribuiu para a conformação de uma agenda conjunta influenciada pela parceria entre as entidades, com incorporação posterior da Federação Nacional dos Médicos. Sua atuação foi voltada para o Legislativo, e simultaneamente para os setores público e privado de saúde, com crescimento de posicionamentos contrários às políticas de saúde do governo federal. A ação política se desenvolveu sem alterações de arranjo representativo trino, composto por conselho, associação e sindicato, favorecendo a definição de acordos em espaços intermediários de representação. A agenda corporativa dúbia e a defesa do exercício liberal influenciam a atuação contraditória das entidades médicas brasileiras, com desdobramentos no apoio político e incorporação desses profissionais ao SUS.

Abstract The article addresses the joint political action of Brazilian national medical entities from 1999 to 2015, highlighting elements of their origin, trajectory and institutional configuration. Themes, flags of struggle, positions and strategies in the agenda of these organizations were analyzed. The study involved bibliographic review and documentary analysis, anchored in historical institutionalism. The results indicate interrelated processes of creation, more evident between the Brazilian Medical Association and the Federal Council of Medicine, reflecting on the trajectories and institutional configurations. There were connections between historical and institutional aspects and the political action. The emphasis on the representative unit contributed to a joint agenda influenced by the partnership between the entities, with subsequent incorporation of the National Federation of Physicians. Its performance was focused on the Legislature, and simultaneously to the public and private health sectors, with growth of positions contrary to the federal health policies. The political action developed without changes of trine representative arrangement, composed of council, association and union, favoring the definition of agreements in intermediate spaces. The dubious corporate agenda and the defense of the liberal practice influence the contradictory performance of Brazilian medical entities, with consequences in political support and incorporation of these professionals to the SUS.

Resumen: Revista Chilena de Pediatría (RCHP) se ha publicado en forma ininterrumpida desde su primera edición en enero de 1930, sorteando vaivenes políticos y económicos, innovación tecnológica y transformaciones sociales. El objetivo del presente manuscrito es homenajear y agradecer a los editores que participaron tan activamente de la publicación de RCHP y repasar los grandes hitos, que la han llevado al posicionamiento que tiene hoy como revista de corriente principal. Desde su ingreso al mundo digital hace 2 décadas, se ha registrado un importante aumento en el flujo de manuscritos re cibidos, participación de autores extranjeros, citas recibidas y ascenso en los rankings internacionales. En el año 2014 RCHP fue incorporada a la National Library of Medicine (NLM) y el 2017 al Emerging Sources Citation Index (ESCI) mientras se evalúa para recibir un Factor de Impacto (FI) de parte del Journal Citation Report (JCR). Como revista representante de una sociedad científica, es fundamen tal mantener el equilibrio entre la sustentabilidad científica y la económica, entre la promoción de la publicación nacional y la internacionalización, entre el impacto científico requerido para continuar ascendiendo en los rankings internacionales y su rol en la educación continua, con impacto en la atención y cuidado de nuestros niños, en los distintos rincones del país.

Abstract: Revista Chilena de Pediatría (RCHP) has been published uninterruptedly since its first edition in Ja nuary 1930, beyond political and economic fluctuations, technological innovation, and social trans formations. The objective of this article is to pay tribute to and thank the editors who participated so actively in the publication of the RCHP and to review the major milestones, which have led it to the position it has today as a mainstream magazine. Since its entry into the digital world two deca des ago, there has been a significant increase in the flow of manuscripts received, participation of foreign authors, citations received and promotion in international rankings. In 2014, the RCHP was incorporated into the National Library of Medicine (NLM) and, in 2017, into the Emerging Sources Citation Index (ESCI), while evaluating to receive an Impact Factor (IF) from the Journal Citation Report (JCR). As a representative magazine of a scientific society, it is essential to maintain a balance between scientific and economic sustainability, the promotion of national and international publica tion, the scientific impact need for continuing rising in international rankings, and the impact on our children>s care in the different corners of the country.

In defense of the Unified Health System in the context of SARS-CoV-2 pandemic / En defensa del Sistema Único de Salud en el contexto de la pandemia por SRAS-CoV-2 / Em defesa do Sistema Único de Saúde no contexto da pandemia por SARS-CoV-2

ABSTRACT Objective: To discuss the political and structural conditions for establishing the Unified Health System (UHS - Sistema Único de Saúde, SUS) in coping with the SARS-CoV-2 pandemic. Methods: Theoretical-reflection study. Results: At the first moment named "The global and the local in facing the SARS-CoV-2 pandemic" is presented the health crisis that took place worldwide and the government actions to combat COVID-19. A second moment named "Between dismantling actions and resistance, the UHS is the best way to face the SARS-CoV-2 pandemic", reflects on the neoliberal attacks on the health system and how it resists, remaining the main pandemic response strategy. Conclusion: The strengthening of democracy and the defense of the UHS are the way out of the crisis. It is believed that this reflection generates - in everyone who deals with caretaking - the political action, the ethical attitude, the desire for valorization and the spirit of struggle in defense of the UHS and human life.

RESUMO Objetivo: Discutir las condiciones política estructurales de efectuación del SUS en el enfrentamiento de la pandemia por SRAS-CoV-2. Métodos: Estudio teórico-reflexivo. Resultados: En el primer momento, intitulado, "El global y el local en el enfrentamiento de la pandemia por SRAS-CoV-2", se presenta la crisis sanitaria que se ha instalado en el mundo y las acciones gubernamentales para el combate a la COVID-19. En un segundo momento, intitulado, "Entre acciones de desmonte y de resistencia, el SUS es el mejor camino para el enfrentamiento de la pandemia por SRAS-CoV-2", reflexionarse sobre los ataques neoliberales al sistema y como esto resiste, siendo la principal estrategia de respuesta a la pandemia. Conclusión: El fortalecimiento de la democracia y la defensa del SUS son la salida para el enfrentamiento de la crisis. Se cree que esta reflexión genere — en todos que lidian con el cuidado — el actuar político, la actitud ética, el deseo de valorización y espirito de lucha en defensa del SUS y de la vida humana.

Em um segundo momento, intitulado, "Entre ações de desmonte e de resistência, o SUS é o melhor caminho para o enfrentamento da pandemia por SARS-CoV-2", reflete-se sobre os ataques neoliberais ao sistema e como este resiste, sendo a principal estratégia de resposta à pandemia. Rheumatology in India: a Bird's Eye View on Organization, Epidemiology, Training Programs and Publications

India is home to the world's second largest population. Rheumatology is an emerging specialty in India. We reviewed organization, epidemiology and training facilities for Rheumatology in India. Also, we also looked at publications in the field of rheumatology from India from over the past six years using Scopus and Medline databases. Despite rheumatologic disorders affecting 6%-24% of the population, rheumatology in India is still in its infancy. Till recently, there were as few as two centers in the country training less than five fellows per year. However, acute shortage of specialists and increasing patient numbers led to heightened awareness regarding the need to train rheumatologists. Subsequently, six new centers have now started 3-year training programs in rheumatology. The epidemiology of rheumatic diseases in India is being actively studies under the Community Oriented Programme for Control of Rheumatic Diseases (COPCORD) initiative. The most number of publications on rheumatic diseases from India are on rheumatoid arthritis, lupus and osteoporosis, many of which have been widely cited. Major collaborators worldwide are USA, UK and France, whereas those from Asia are Japan, Saudi Arabia and Singapore. The Indian Rheumatology Association (IRA) is the national organization of rheumatologists. The flagship publication of the IRA, the Indian Journal of Rheumatology, is indexed in Scopus and Embase. To conclude, rheumatology in India is an actively expanding and productive field with significant contributions to world literature. There is a need to train more personnel in the subject in India.

As bases da reformulação da presença digital da Sociedade Brasileira de Cirurgia Plástica / A basis for a reformulation of the digital presence of the Brazilian Association of Plastic Surgery

INTRODUÇÃO: Com o crescimento exponencial da internet, observou-se o grande potencial da rede como ferramenta eficaz no provimento de informações e acesso difundido. Desenvolver portais que respondam as necessidades informacionais de seus associados e usuários configuram uma preocupação das sociedades de classe. O objetivo deste estudo foi reavaliar a estrutura do portal da Sociedade Brasileira de Cirurgia Plástica, além da necessidade de implementação de uma nova dinâmica de interação de seus associados e usuários. MÉTODO: Realizou-se pesquisa qualitativa com seus associados e formadores de opinião previamente selecionados. RESULTADOS: As considerações mais frequentes foram: aporte de melhor conteúdo científico, necessidade de atualização do portal, divulgação de pesquisas, acesso a periódicos e instrumento de treinamento e/ou aperfeiçoamento. CONCLUSÃO: Essa pesquisa possibilitou a modernização do portal da Sociedade Brasileira de Cirurgia Plástica, além de definir diretrizes de sua presença contínua nas redes sociais.

INTRODUCTION: The exponential growth of the Internet has revealed its great potential as an effective tool for providers to access information. The development of websites that meet associates' and other users' needs to be informed is a concern of professional associations. This study aimed to assess the structure of the SBCP website and the need to implement a new dynamic interaction between associates and other users. METHOD: A qualitative study was conducted by surveying previously selected associates and opinion makers. RESULTS: The most common considerations were as follows: (1) the need to improve scientific content, (2) update the website, (3) disseminate research, (4) access journals, and (5) training and/or development of tools. CONCLUSION: This study promoted the modernization of the SBCP website and defined guidelines for its ongoing presence in social networks.
